Here is a little gizmo i have been working on called Spot Flare, that is used for single light flaring.
The glow is by default inverse square, which gives it a nice unlimited falloff.
The shimmer is based on this falloff and have animation settings, as well as a timeoffset slider allowing you to gang it to a camera or other movement (support 3 dimensions).
